I feel like Castiel has just never considered himself to be an entity that could be cared for at all--he knows he's not just a tool, but he still definitely perceives himself as fulfilling the role of one a lot of the time.
And yeah, Michael is rather calm here, isn't he? Maybe he's calm now that he's resigned himself to rejecting the whole 'plan' thing? It's a lot harder to get upset over things not going as expected when you have no expectations anymore. *shrugs*
